to
  1. find an image you want to use, and crop it to 100x100 pixels. This is your base layer.

  2. duplicate your layer and set it to soft light, 100% opacity.

  3. create a new fill layer (#c6e5ff) and set it to color burn.

  4. create a new adjustment layer > hue/saturation. up the cyan saturation to 55.

  5. create new adjustment layer > selective color.
      reds: -100, 0, 0, 0

  6. create a new fill layer (#001122) and set it to exclusion.

  7. duplicate your base. Drag it to the top of your layers and set it to overlay 50% opacity.

  8. sharpen the layer created in step 7.

    DONE!
